A Sina Finance profile of Henan's Tangyin pet food town described a leading co-man that started with puffed kibble, expanded to baked and fresh-steamed lines, and now supplies Netease Yanxuan with a high-meat fresh-steamed product.

This "three-level jump" is not an exception. Top Chinese co-packs almost all follow the same path: **puffed → baked → fresh-steamed/freeze-dried**. When choosing a **pet food co-manufacturer**, brands need to see which tier the factory is on, because it directly limits what your product can be.

Tier 1: Puffed Kibble—Basic Capacity, Lowest Barrier

Puffed kibble is the volume base:

  • Mature equipment, high capacity, low cost;
  • Moisture <10%, 18-month shelf life;
  • Suited to mass-market staple food and volume brands.

But puffed kibble has become highly commoditized, making differentiation hard for new brands.

Tier 2: Baked Kibble—Higher Fresh Meat

Baked food adds a low-temperature slow bake (typically 80–120°C):

  • Fresh meat content can reach 50–70%;
  • Moisture 8–12%, 12-month shelf life;
  • No oil spray on kibble, closer texture to dry food.

This tier demands higher equipment and temperature control—not every puffed plant can bake.

Tier 3: Fresh-Steamed / Freeze-Dried—Premium, Low-Temp

Fresh-steamed and freeze-dried are today's premium lanes:

  • Fresh-steamed: 90–100°C steam, ~30% moisture;
  • Freeze-dried: vacuum lyophilization, <5% moisture;
  • Suited to high-meat, short-dated, premium-positioned brands.

This tier requires dedicated lines, MAP packaging or cold chain. The capex is high and not every factory can take it on.

Matching Your Brand to the Right Tier

Do not ask a puffed-origin factory to force your fresh-steamed order through. Match:

  • Mass-market staple? Go with a strong puffed capacity plant;
  • Mid-range, fresh-meat baked? Find a plant with a dedicated baked line;
  • Premium fresh/freeze-dried? Find one that has already run stable fresh-steamed or freeze-dried batches.

The most common trap in the **pet food private label process** is paying for fresh-steamed positioning while working with a factory that can only puffed—what you get is "steamed puffed kibble."

Three Questions to Ask on the Floor

1. Is your fresh-steamed / baked line a dedicated room, or shared with puffed?

2. How many consecutive batches has this line run?

3. Can we see same-category production schedules?

Closing

A co-man's three-level jump is not instant—it is equipment, process and QC upgrading together. Brands should find a factory at the matching tier, not a "we can do everything" generalist.
